    1. CONDUCT A PUBLIC MEETING TO ALLOW PUBLIC PARTICIPATION IN DISCUSSION
      OF THE PROPOSED BUDGET AND PROPOSED TAX RATE

      The budget process began in January with a deadline for adoption by August 31. The DISD administration met with principals and departments, Executive Leadership Team, Board Budget Workshops, and District Educational Improvement Council (site-based decision-making team). The top three goals developed by the board and by the group and the board were:

      1. No Staff Layoffs
      2. Maintain Student/Teacher Ratios
      3. iCompetitive Salaries

      Due to education cuts by the state legislature, the budget presented
      required the use of monies from the fund balance in order to create
      a balanced budget.

      Dr. Alfred Ray, DISD Superintendant, presented a budget that would not
      see any layoffs of staff. DISD did experience some attrition, and some
      of those positions were not filled in order to assist in making the
      necessary budget cuts.

      “The only way to avoid a deficit on paper would be for the
      board to vote to allow layoffs,” said Dr. Ray.

      Despite the state cuts, the Board feels they are prepared to adopt a
      budget that will more than meet the needs of Duncanville students. “We
      have made sound stewardship decisions that will allow us to provide
      a quality education for our students,” said DISD Board
      Member Marshal Wesley.

    2. CONSIDER ADOPTION OF THE 2011-2012 FISCAL YEAR BUDGET

      The Board adopted the 2011-2012 budget by a vote of 5-1 with Dr.
      Deborah Harris voting against the motion.
    3. CONSIDER ADOPTION OF AN ORDER LEVYING A TAX RATE FOR 2011
      Presenter: Alfred Ray and Jennifer Wilson
      The tax rate presented for the years 2011-2012 is the same as the
      2010 year. Dr. Ray pointed out that the average monthly tax bill paid
      by DISD taxpayers has gone down over the past seven years, from $163 a
      month in 2005-2006 to proposed $116 a month for 2011-2012. The board adopted
      the tax rate by a vote of 6-0.
    4. CONSIDER RESOLUTION COMMITTING FUND BALANCE IN ACCORDANCE WITH GASB
      54 INCLUDING DESIGNATIONS THERETO
      Presenter: Alfred Ray and Jennifer Wilson
      This will be an annual resolution that must be passed by the board,
      starting this year. The resolution sets criteria for the use of monies
      from the fund balance, and establishes goals for the fund balance. The
      requirements in the statement will improve financial reporting by providing
      fund balance categories and classifications that will by more easily understood
      and will create a higher level of success should DISD sell bonds at some
      point in the future. This item passed by a vote of 6-0.
